It's Canadian, whatever it is. The motto on the badge is Canada's national motto ("From Sea to Sea").

hello CosmicRuss :)
that is the rank insignia of a canadian forces chief warrant/petty officer. just in case you're wondering what that's all about, it is the canadian equivalent of an american army command sergeant major/navy master chief petty officer/air force command chief master sergeant. i always preferred the NCO stripes and dancing horses to officers' stars and bars, for whatever reason. they have more "personality." i like military class A uniforms with all the insignia and fruit salad, they are natty. the canadian forces class B CWO uniform also has very rich-looking "dancing horses" in gold thread on the shoulder boards.

That was as far as I got looking on Google, that it was a Canadian motto. Thanks for your help Tequila.

It looks good auntblabby, I like the maple leaf in the bottom middle of the shield.
