I'd want to build a vast city under the surface of Mars. Above the surface would be a wide area of solar arrays along with magnifying mirrors in order to increase the light intensity upon the photovoltaic cells. The farms would get their lighting either through light tubes or electronically. Residences would be such that each family owned their own farm to maintain. Education would be the responsibility of the parents until each person reached adulthood and then it would be their own responsibility. There would only be standardized knowledge and understanding tests and not corporate education. The stability of the bunkers and tunnels would be the responsibility of the state, as well as the quality of the air and water. Rations of food would be freely available, but tasty food would be purchasable. Tunnels and habitats would be built strong enough to not take damage from ballistics so as to allow citizens to be free to own weapons. That's the basic notion anyhow. I could think of more, but I'd be writing a book.
