Yes, he is. The were bear is the real reason for "The Russian Bear" being symbol of Russia.

I wonder whether Bridget is a were-Wyrm or a were-Bathory. Which is her true self? Or is she both a were-Wyrm and a were-Bathory? Can a creature be two kind of weres?

The real question is whether or not Briget can eat a whole bear by herself, or whether some of her equally voracious family members would be needed to completely consume Mr.Putin.......
