You activated Osiris' speical ability!! ! When you summon a monster to the field, Osiris' second mouth opens and attacks those monsters reducing their attack strength by 2000 points. Much worse. They're not soldiers, but bureaucrats. Corrupt ones at that, which makes them infinitely worse than any pathetic little soldier.
Lemme put it this way, it is thought that they sent the Doctor to destroy the Daleks at their birth. Although they were first named in The Deadly Assassin (two years later), this is most likely the first time that they overtly told the Doctor to do something in the series (having sent him, covertly, on missions to Uxarius, Peladon, and Solos).
It is probably because of their actions that the Time War occurred, as suggested by this fan-made trailer for Genesis of the Daleks.
