Uh, have you been even paying attention? Faction Paradox might be an offshoot of the Time Lords, but due to certain...unpleasantness, the Faction makes its home in a dimensional anomaly that cannot be breached by even Time Lord technology?
I don't really know much about Faction Paradox, but of Q, or anyone given Q powers, they are omnipotent. So, should I give the Time Lords technology to reach this anomaly?
It was probably you that gave the Star Chamber the ability to do so, although they were sent packing due to Lord Byron and the treachery of his daughter.
