Yes, but while a person is on fire from it they'll defecate as well...
putting out a ship on fire via urination would be a tricky task also.

In terms of weaponry, the US still gained a technological advantage and eventually eclipsed the USSR. And are Russia and China going to be able to match the US Missile Defence and railguns after a short period?
