It IS a mangled quote from "This is Halloween", albeit the original says "I am the Who when you call "Who's there?"". I just changed it slightly. It suits the Doctor, in a way....

did you do that to the eyes in photoshop(or whatever that program is called) or is it just light/camera effects.

haha I like Wii, too, but for a GBA game, this was pretty good.

That's from the camera flash. You also see that in person a lot it she's looking in the direction of a light. Cat's eyes have highly reflective retina so light can hit their retina multiple time making it easier for them to see in the dark.
