No, but you have a bag limit, and they must be over a certain size (and, for some fish, under). This is for recreational fishing, mind, not commercial fishing.

Not to be controversial, but I think that fishing is a boring sport. You just wait around all day for something to happen and you never catch anything.

I've steered a paddle boat while my dad peddled before. Steering wheel is reverse what a car's is.
