It's not Sepiroth, its Father Abel Nightrode from the anime Trinity Blood. He is an agent for the Ministry of Holy Affairs for the Vatican (The Catholic church plays a big role in this anime, it's kind of a futuristic vampire anime). Or at least, he pretends to be. He is actually a Crusnik, a powerful creature who feeds on the blood of vampires.

This is him in his normal human form. I saw a good pic of him in Crusnik form, but it was too big to put as an avatar...
