The answer is Thamnaconus septentrionalis.
Because it's a local Chinese name. 扒皮狼/剥皮狼
And this kind of fish is only produced in the waters near China.
No one translated it into English. (except me)

You're right in that there doesn't seem to be a common English name for it. I've seen a couple of names for the species in different publications, including "drab leatherjacket" (which sounds like something I'd buy from Amazon :lol: ) and "greenfin horse‐faced filefish" (in scientific articles).

Fish of the genus Thamnaconus are often called "filefishes" or "leatherjackets" (along with other fish from the family Monacanthidae), so that's probably as close to a common name as we'll get in English for now.

It is the second largest commercial fish in China.
But I've never lived in a coastal city so I don't know how popular it is and I haven't eaten it.
It has different names in coastal cities in different dialect areas. "Skinned Wolf" is a colloquial name that I think is quite special.
Its Chinese academic name - 绿鳍马面鲀 - literally translates as "green fin - horse face - filefish". Exactly the one you mentioned.
