This has only been true since some time this year (the part about restricting access to the member list).
It sort of reminds me of the day (at least where I grew up) when, if you called Directory Assistance, they would give you not only the name of the person you inquired about but even their street address. It was publicly available information unless the person in question had requested their access be restricted. In fact, I believe there was even an additional fee charged for having this information withheld!
