Yes, it would. I've never seen a cat like that, but I have seen dogs with little fur and they are often dressed in winter. We have a short haired canine neighbor and he doesn't want to go outside any longer than he has to during winter.
Dogs (and probably cats) with that little fur need sun screen in summer, so they're double vulnerable.

My dog had warm fur, so his problem was hot weather. But when it was really cold (we're talking close to -20 C) he would walk and then hold one paw up for a little while, then continue. It really did look like he was suffering from walking directly on the cold ground. He was also bothered when he got snow stuck in between his toes, he'd bite on it until I could reach him and remove the snow from his paw.

Yes, I think some people forget that their dogs and cats have feelings too. Their feelings are just as valid as our own.

Even worse! Maybe Kuraudo77 could knit him a jersey if he ever ventures into Canada.

A Russian fur hat would keep him snug too.

There are a number of hairless dog breeds as well as hairless cat breeds.

Yep, but we had to develop clothing for when it's cold. Sometimes this involved using the fur of another animal!

Clothes can be needed to protect skin against the sun too.

It was getting warmer here too, then it stopped, which quite frankly is okay with me. Not being a fan of heat, I can wait for it. No leaves where I live yet, but the pollen season has started.

I'd honestly rather wear nothing at all, though I do have a poncho/cloak thing and a purple thing that's like the top half of a kimono that are quite comfortable.

Important as they are, I still find it a stretch to call bees cute. bumble bees on the other hand are very cute. I was very surprised when I watched a nature show about them and learned that they are actually quite aggressive. They can outfight a mouse for residence!
