I agree with both of you, actually. I am working, and always will work, to correct the system. I prefer to do it from inside, without whistle-blowing (I have 2.5 years left, and am trying to save $30k or so before I get out). There are "Misuse and Abuse" ways to report things, but oftentimes, even with the proper documentation, a warning is issued and that's it. Some of these practices I am finding have been in use (throughout the Navy and marine Corps) for more than 20 years... You know that the senior officers know about it when it's been going on for that long, because they used to be the ones on the ground signing that crap off. Most of the time I am able to push the guys I work with to do it by the book, and recently had a big victory when I did get them to push through some paperwork the right way. They were shocked to see that it worked, but the reality was that as soon as the paperwork appeared officially the issue couldn't just be dropped, it had to be looked at. It seems to be snowballing slowly here, and may make a difference in how things are run (a small, but important difference). So yes, I do work to change the things around me. It wears on me, and stresses me out, but each small victory reminds me why it is worth it.

I'm sure you know this, but work within the Navy's system and don't go to a civilian lawyer who won't understand the military protocol and rules. It sounds like you are already doing this. Wouldn't it be NIS you'd go to for this? Isn't that what they are called? Of course the best thing is if you can get them to follow the SOP without doing that. They should be following SOPs anyway. They are written to keep things consistent as a sailor goes from assignment to assignment. Otherwise you'd have people going every which way during war time and it would be chaos. Shame on your command for allowing this to go on.
