Not wanting to be pestered by strangers is not a 0.02% issue. Even autistic people are closer to 2% than 0.02% but people not wanting to be distracted in public places are much more common.
I agree that everyone in the story was on the wrong.
In my culture, children cursing at adults cause outrage but adults not respecting boundaries of children are widely accepted - which shouldn't be the case, as it causes actual harm.
