The IAS earlier recommended a penalty of a 40-day suspension without pay for Salcedo, but Eleazar decided to impose the maximum administrative sanction against the police officer due to several factors that aggravated his offense.

Among these is that Salcedo violated police operational procedure when he arrested Arnigo even if the boy was not involved in the illegal cockfighting game.

“Being a person with autism spectrum disorder, he could not have knowingly taken part in the illegal gambling activity,” Elezar said of Arnigo.

Meanwhile, Eleazar cleared the four other police officers who took part in the anti-gambling operation as there was no substantive evidence to support their supposed administrative offenses.


Because he is autistic he can not knowingly take part in illegal cockfighting? Either way the death penalty is way overboard for illegal cockfighting.

According to the victim’s family ... Arnigo could not have taken the gun because he had autism and was afraid of cops.  They added that they have eyewitnesses who said that Arnigo was shot in a different location and was just dragged to the location of the cockfighting area.

PNP chief General Guillermo Eleazar, meanwhile, said he had ordered the Internal Affairs Service to investigate the incident, which can be considered as one of the first controversies of involving the police under his watch.

Senator Win Gatchalian called for a swift and impartial probe into Arnigo's death.

The logic is faulty but if it means he's punished for shooting a kid needlessly I won't complain too much.

Obviously the idea that autism means one can't engage in criminal activity is laughable.
