Is it normal to be so terribly tired from the keto diet?

Starvation mode is tricky. Ketosis makes all the difference. Due to metabolism quirks blood glucose drops makes you feel miserable while you are in glycolysis with huge caloric deficit, it triggers starvation mode, this doesn't really happen while you are in ketosis. There are many experiments demonstrating that eating nothing is easier and less devastating than eating just enough carbs to kick you out of fast-induced ketosis.

1200 kcal – sounds reasonable for not a very active woman...
Make sure your weight loss is not due to dehydrating, I'm sure there are some sugar-free electrolytes to buy at your area.
Drinking electrolytes and chewing a sugar-free gum may help with the starving sensation but not in everyone, you need to experiment on how it works on you.
Also, some people take it better if they distribute the calories intake into 5 meals/day, others prefer to eat one or two big meals not to think about food for the rest of the day. Whatever works for you.
Try to settle your mealtimes, routines help with it.

You are missing the point, being in ketosis is the key thing here. You can't be in "half" ketosis, it's either ketosis or glycolysis.

While you are in ketosis you burn fat for energy and feel great, if you eat over your carbs threshold and it kicked you out of ketosis, you are now in glycolysis and as you eat low-carb there is not enough glucose to meet your energy requirements, it makes your blood sugar drop and makes you feel hungry, fatigued and miserable.

Either go strict keto being 100% sure you are in ketosis or don't do it. Half-ass low-carb diet is not healthy.

I know ketosis is not magic. It is just a metabolic state. What I'm talking about is science. I can see you are more informed than most people I know, but still some of your information is outdated or doesn't take ketosis into account.

I agree with you that insane caloric restriction is harmful while you are in glycolysis due to glucose metabolism bias. 99% of research on this subject was done on "normal" diet. Does it apply to keto? I'm not so convinced. Why are you so sure?

Ketosis is the same metabolic state your body enters while you fast. Fasting and low-calorie (mostly carbs normally) starvation are totally different metabolic states with different results.

How is your thyroid? PCOS and thyroid issues ( Hashimoto's ) occur together quite frequently. I have PCOS too and when I was diagnosed switched my diet to lowish carb paleo. I was super active at the time and my thyroid freaked out. I started eating more carbs and my thyroid settled down. You have to listen to your body. Going extreme with diet restrictions can cause other issues. Switching your diet too quickly can cause problems too.

Thyroid was completely normal. Insulin was high and so was the cortisol level (they're sending me off to be tested for non-classical congenital adrenal hyperplasia as well).

I'm not super act, my activity level is moderate which is why I assumed the low carb would be appropriate (I've done this in the past many times and it worked for weight loss). I'm a little less tired today. I had a small steak and a salad and then I had some almonds. The only thing I had out of line was a ''vanilla coke''. I know I have to be careful, I have ended up losing a lot of minerals before and developing a nutritional imbalance from dieting in the past. There was a time 6 years ago when I was 22 I ate just salads for six months, going from 185 to 129 pounds, and I developed a heart irregularity mostly due to the loss of vital potassium in my diet. I learned from that experience and am now very careful.
