They are players in an competitive contest, but not in an sport, so they are not athletes.

Bowling is definitely a sport. Calling the others that is highly questionable though, they're more like just "games" instead of sports.

Also the World Darts Federation is looking for IOC recognition and is supposed to get it I think in 2024? Also the World Anti-Doping Agency/US Anti-Doping Agency actually does drug tests for darts tournaments.
