Most nights I go to bed 10-11PM wake up about 9AM but mid day feel tired and drained.

9PM go to bed wake up 6AM by my set clock I'm alert most of the day ready to GO! Then by 9 pm sort of tired yet am surely asleep REM by 11PM for sure.

Not sure the difference why.

9PM-6AM then day time chores I'm fine not OMG! drained or groggy.

Yet 10-11PM-9AM or so I'm tired mid day.

I guess everyone's "internal clock" is different, and I wouldn't be surprised if our cycles are something we're born with.
In my case I'm at my weakest pointe both mentally and physically between 6AM and 7AM. My most energised times are between 9PM and 11PM, thus I'm an "evening person". Fortunatly I now have a work shift that lets out at 11PM or Midnite, so I can go home and stay up until about 4AM, allowing me to reach a deep sleep by that most evil hour of 6AM (MT). I've discovered that if I can sleep deeply during 6, 7, and 8 o'clock in the morning, I can feel as rested after only 6 hours of sleep the same way I would getting a full 8, but having to wake up at 6AM.

I wake up as many as 10 or 15 times a night. I havent slept well in over 3 years. I'm always pretty tired. I have permanent black circles under my eyes.

It seems nice to be an early bird, getting up at 6 am when it is quiet.

Sadly, I don't sleep well at night either. It's been this way for several years.

What about air in you area? It's quality influences your sleep and health overall a lot. I had such problems because of some bad pollution in air: I live near a road where cars are riding all the time. I then got an air purifier from freshairpurifiers.net and it helped me a lot really. I feel myself better now. Maybe, it will help you too
