Do neurotypicals have Bad Social imparments or does it just happen to people who have Learning Disabilities?

I don't consider myself to have a learning disability, but I am socially inept. I don't think autism is a learning disability anyway, but I could be wrong. Anyway, I think some NTs out there might just be a bit more clueless than others. I don't think every person on the planet who is socially awkward has some kind of disability.

Any mental impairment unless it is a direct variant or subclass of another does not require any other mental impairments to manifest, I think.
