Yeah, it sounds like it's mocking a funk guitar lick. From memory Absynth 5 is one of many soft synths that can do this.

It is a really good tune (Phaeleh's got a lot of them - Numb, Awakening, Afterglow, etc.) but it's definitely melodic dubstep.

There are edges of both genres where dnb and dubstep have wandered over to very similar textures, the best way to tell the difference is bpm though - dubstep is routinely 130-145bpm, dnb is 165 to 180 bpm and you'll usually notice dnb has a different grip on filling the canvas, ie. more sprawling and agile beats whereas dubstep, even when it gets complex, tends to keep mind to the 4/4 meter because it fills the space better at that tempo.

Someone who does really good with that kind of dubstep though, as a dj bringing it all together, is a guy named Solitude who runs Solace Records. His mixes have a wealth of good dubstep artists and his Ambient Dubstep vol 4 actually starts with Phaeleh - If (one of my favorite of his mixes):
