This song describes what english sounds like to non english speakers. It may be where they got the idea for the fourth Doctor's wardrobe.

This is from Dylan's latest album, "Tempest". I am pretty sure that it is about Dylan's stalker and slanderer, Alan Weberman. Weberman is a chain smoker, and so the, "duquensne whistle blowing" could refer to Weberman blowing smoke, both literally and figuratively. I'm pretty sure that's what the song is about, anyway. By this reading, the "woman" referred to in the lyrics is likely to also be Weberman. I found this song hilarious and a little disturbing, as Dylan uses romantic language to mock a real stalker who plausibly wants to kill him. The back story to this is interesting.
