What makes a good children's picture book?

I like books that sound good read out loud with detailed pictures.

What do you think?

Needs pictures of round, fluffy, big-eyed anthropomorphic animals.

Dialogue written under the 'handwave' that the animals speak English at the 4 to 8 year old level.

It depends on who the target audience will be.
There are a great many different kinds of children in the world...
