My brother can't sing well.
I'm not sure if it's because he's become tone-deaf, but recently he's been singing like he can only use the higher half of one octave and the lower half of the following octave. If you need a visual, it's like instead of singing with these keys...

What should I do? Should I even do anything at all?
Nobody just loses half an octave of his gamut overnight naturally without the ability to reach it again.
Does he sing decently well or have he taken vocal lessons? if not he should, because if you don't warm up before singing you may NOT be able to reach your entire range. Range is also dependent on time of day, drink/food timings and general health status which I assume is okay and nothing medical is involved. I've taken enough voice lessons to know this.
If your brother simply don't know what he's doing and wants to pursue his hobby, sign him up to a vocal coach.
