Ok, I sent the email, and he replied! He said that he is up for hanging out sometime, but not this week, our college is having finals right now. Anyway, thanks for all the input everyone, it was greatly appreciated!

Thank you for doing the reasonable thing. If more women could see past the "guys should ALWAYS make the first move" BS, then fewer shy guys would have to be alone.

The main thing I was hung up on with this, was the whole "guys don't like it when girls make the first move". It was beat into my head by my mom when I was younger. I've never been one to listen to what mainstream society says, but when it comes to mom for some reason its different. That and I'm a bit awkward... Oh well! I'm glad I did it.
