Yes. Being feminine is far more important than being physically attractive.
That being said, if the girl is butt-ugly to begin with then no amount of femininity will compensate... but if a girl is average or plain looking then being feminine can make her truly beautiful.
I'd pick girl 2 because girly-girls are irritating and all the tomboyish girls ive met in my life have been awesome to be with. Physical beauty does influence decision of course.. but i'll say this:
if girl 1 had been supermodel hot and irritating girly-girl personality... and girl 2 been tomboyish and average/plain looking i'd still pick girl 2.
You do realize that once in the relationship, this girl is not going to be wearing makeup 24/7? I imagine the shock and awe when you see the girl for the first time without it. Like that scene of jackie from that 70's show. 'Femininity' is not really important to me as far as makeup/taking care of looks. In my mind, it's all part of the game. I really don't notice too much of a difference between girls with/without makeup, in fact some girls are more 'attractive' without it.
I find feminine personality traits more important in prospective life partners. I like girls who care about others, take things slowly, and prefer to talk things out instead of confrontation. A girl can wear makeup yet still behave like an Alpha Male. Obviously you've never met Snooki.
