Have you considered explaining him why you would like to be contacted at least a couple of times a day and telling him that it doesnt have to be much and a simple "good morning, I hope you have an excellent day at work/ I had an extremely busy day at work and Im tired, good night" would be enough for you.
Dont worry about the short length of initial hypothetical texts I just wrote the idea behind this is making texting you part of a routine and from my experience he´ll start writing more elaborated messages once he is more comfortable with the idea of texting/you give him some guidelines about what you want to hear on a text.
As for the phone thing if it can be avoided I´ll avoid it. Right now most of the people I want to contact have internet plans on their cells and we use a free text app to arrange meetings/ask about our lifes if we havent seen each other in a while...
