Like:
I need to buy oranges, apples and cocaine.
Versus:
I need to buy oranges, apples, and cocaine.
That comma is called a serial comma. British English tends to leave it out. I think Americans tend to use it. Both are correct.

Ninja Edit #1: Clarification!
Using "and" when listing two things, you don't need a comma. But in the above-above case, "and" was used as a coordinating conjunction between two independent clauses, which needs a comma.
