I mean I'll have to talk to him. If what his friend is saying is true, why would he have his friend tell me all this. I wrote him an apology letter to him, apologizing for the sh***y things I said in that fight we had. Hopefully he read it. I literally cried my eyes out yesterday because this situation I am in reminds of a similar situation that happened few years back.

Be careful.  It was a common "joke" back in high school to tell a lie to the lonely kids that someone else was interested in them, only for the kids to get humiliated when they approached the "interested" person and found out the truth -- that there was never any such interest.

That happened to me in 6th grade, so I'm trying to be careful. This situation brings back those memories. I was harrassed by the "interested" person. They took pics of me without my consent and forced me to kiss my best friend and classmates. This current situation brings back this trauma.

Then I'll confront the friend and tell him that this sick prank isn't going to go anywhere. Either he tells me the truth, or he doesn't. Either way, he is trying to ruin things between me and this guy, and I won't stand any of that bs.

I'll give advice, but bear in mind it may not be the best.

Depends on what kind of person he is...if he's a nice guy then I'd say yes, approach him if you feel comfortable with it. Bring up the letter you wrote to him. Tell him what his friend said. If he confirms he does in fact like you and wants to exchange numbers then go for it if you really want to.

In my experience, 9/10 the guy likes you if his friend has expressed it to you. And 8/10 the guy eventually approached me himself.

The guy didn't actually have feelings for me. He did accept my apology. I knew from the beginning that his friend made up stuff about us. I told the guy about it and he agreed with me that it wasn't ok. His friend confronted me and then denied everything. Plus the friend is harassing me as well.

I'm glad you both managed to chat and clear the air. I'm sorry his feelings aren't mutual.

This pest friend of his, can you report him for harassing you? Even if the outcome is nothing, do report him to an authority figure if you're feeling harassed. Would be great if the other guy could have a word with him.
