If you got the cash to spare, R30s and R31s are totally legal to import without modifications now, they've over 25 years old, and thus antique, so not under the NHTSA bill anymore. But, you'd have to pay at least 1500-2000 for shipping, and then you'd have to find one in Japan to send over here, or pay someone a fair amount to do that for you. But, they're out there, and not too badly expensive. A while back I saw a nice R30 with the FJ20 for like...8K here? But yeah, import one of those, and you don't gotta do the craziness required to get an R32 or later Skyline here.
However if you DO want an R32, it'd actually be legal for you to have an R32 or later if it doesn't have the original factory engine and trans, then it'd be a kit car. However, that'd mean no AWD, which thus makes the Skyline sorta pointless to buy. But, let's say you want a Skyline with an LS1 in it, and a T56, totally legal. Might have to buy DOT glass and lights for it, though. Theoretically, you could just get the Skyline, and register it as a kit car without modding it at all, but for it to be federally legal, new engine and trans in the body, and then DOT glass and lights.
