If she comes up with the money to visit you on her own then you might as well give it a go, just don't send her any money. Even then the likelihood is still high that she just wants to be an American citizen, so she'll get herself over to the US to marry you just so she can live here.
I've already considered that conclusion . . . and even so, I'm not the type that will propose due to love at first sight. I'd imagine it would take me a minimum of 6 months to a year before I decide if she's what I'm looking for. She can want to be an American citizen all her life, but I refuse to be used just for that one instant (if such is the case).
