She wants him to find a new girlfriend? No woman who is into a guy would like if he does this. She just feels bad a bit about leaving him if she says this.

He can still change a bit and try to make her value him more. But I think it would be only a short time thing. Being alone is s**t. He should try to keep her a bit but he should already start to look for a new one because she doesn't love him and for this she leaves him sooner or later either. The best would be if he goes out with her and starts to flirt with other women while she is with him. Women value guys a lot who are this way and it's much easier to find a new one this way. May be she would make stress once he does but only if she values him again. For this he shouldn't feel bad if he does because if he does not then she leaves him either.

Several people were skeptic about the relationship then but any issue you're making suggestions for that you might think need to urgently be put into action are actually issues that are three months old.
