I think you could be quite handsome with a different haircut and some snappy dressing. Not only that, but you'll feel better about yourself and more confident because you know you look sharp, and that will only enhance the effect. Check out the MaleFashionAdvice subreddit. Guide to Hairstyling - I had never experimented with any sort of hair product before, but it really makes a big difference and gives you the freedom to do whatever you want with your hair. I'm using American Crew Fiber and it doesn't look like I have anything in my hair. I used to be against the idea of styling my hair for some reason, but since I started paying attention to these things I've noticed that tons of people use hair products. Wish I had realized this sooner.
It's hard to tell from the picture, but I think you should probably keep the facial hair. You have pretty bushy eyebrows so it might look unbalanced if you were clean shaven. Or maybe it would look good, I dunno - experiment.
As for clothes, there's nothing necessarily wrong with jeans and a t-shirt, and you don't have to dress super preppy everywhere you go. I'd recommend surfing around and looking at what people are wearing, and see if there's something you think looks cool. The "what are you wearing today" threads are interesting:

Like it or not, what you wear and how you carry yourself are huge factors in how other people perceive you. If you tend to slouch, you can easily bump yourself up a point or two on the 1-10 scale simply by improving your posture. There's a lot more to it than just the physical features of your body/face.
