I added this chap on Myspace a week or two ago. I actually mistook him for someone I knew a couple of years ago, but it turns out he's only been living in Ireland a few months. We had a laugh about it and eventually ended up exchanging MSNs.
First time we chatted we got along quite well, though his English isn't the best. Anyways he seems like a nice guy, someone I could like. I'm thinking I might be interested in maybe hanging out with him. Even if we don't hit it off in that way, he seems like he's having a hard time making friends over here and I'd like to help him.
Trouble is I absolutely don't know what to say. Is it weird for a girl to be so forward with a guy? I'm not usually one that cares about gender-roles and the like, but he's experiencing enough culture shock as it is without me scaring him.

Well if you're getting along well then I don't see why you can't just ask him. Maybe he wants too also. Just ask if he's interested in meeting. I don't know how else you'd do it.

Sounds like you're getting on just fine. Now, please, do me a small favour. When you meet this guy for the first time meet in a public place with lots of people around you. If you head off to somewhere else phone a friend and let him/her know where you are going.
