Where can I find a less competitive place to date.

Try online. Seriously, it's a lot easier on the self esteem. All you have to do is message people. If they write back, cool! If they don't, move on. Try to find some common interests, proceed to a nerve wracking first date, don't screw it up, and possibly start a relationship/boning session.

IMO, online is even MORE competitive than real life because everybody online expects perfection.

I have no real advice to give you. Maybe try places like libraries? But if your libraries are anything like mine, there's a bunch of hoodrats. :?

Interest groups and extra curricular activities. Not the halls or dorms. You can try house parties I suppose as you will be drinking and feel more confident but if you're successful remember it might only be for that evening.

It's not only the ratio in itself. It's also about the interest to actually engage.

my experience with meetup.com

the ratio was 2:3 male to female ratio

The thing about meetup.com is, it appears if you are a foreigner in your own city then you sign up. I was the only local in the group. Of course everyone wanted to know why don't you have any friends.

In some ways it felt more like hookup.com/friendswithbenefits.com for some people that I observed. I went in with the idea of making new friends, there seemed to be a dating, one night stand hookup undertone going on.
