Does this count as leading someone on?

There is a girl I know (NT) who loves to say that she doesn't lead on people on and is very direct. She never asks me to do her favors, and she also never accepts favors that I offer to her.

However, she is always "too busy" and promises to reschedule every-time I offer to take her out for coffee or whatever

My question is, isn't this leading me on? Constantly accepting invitations, claiming genuine interest and filling me with false promises time and time again without just saying she's completely uninterested.

She is very outgoing, the only shy attribute I've noticed about her is that she doesn't make eye contact with me often (not like I do any better)

"too busy" more than once or twice means not interested. what you see as leading you on she sees as polite rejection.

"always too busy"=not interested. She probably feels it would be too harsh to flat out tell you.

At the same time though, she doesn't avoid my texts and is very responsive and warm about texting. She also frequently favorites or retweets or likes something on my social media profiles

At this time she isn't interested in romance with you, but it doesnt mean she isn't interested in you as a person or getting to know you. I see no harm in continuing keeping in touch with her, but allow the opportunity for the both of you to get to know eachother. I would let her get back to you though when she cancels out on a meeting or date instead of chasing after her. Don't do her work for her by chasing after and continuing to ask her to hang. She needs to do some chasing of her own as well.
