What does it mean, I've noticed that a girl who sat two seats away from me did it and got a pink face.

Seems like some good signs dude. Make a move! Do it sooner rather than later. The worst that happens is you get rejected.

For future reference, a pink face is caused by blushing, which is caused by blood massing in the skin cells of the face. A common reaction to liking someone. Hair twirling isn't NECESSARILY a sign of flirting, but often is. If it's accompanied by other signs of flirting such as the aforementioned blushing, smiling, looking at you with sideways glances, etc. it's a good sign.
