I have executive functioning issues. What is an easy way to set up dates with people?

I guess just set a reminder on your phone (you should probably set a few unless the date is in like a hour) and try to keep other people's schedule in mind and ask them if it works for them. And to make sure it works for you try to keep like a calender or notebook of all your appointments/dates so there will be no conflicts. I don't know what kind of date your trying to set up here, but in general that is what I would do.

Online dating, mainly tinder.

So are you asking how to get someone to agree to go on a date with you, or how to actually agree to a day to go on the date?

You're a female using tinder, you don't have to do anything..
