We work in completely unrelated departments.(we don't have work-related contact) However, we seem to run into each other walking in and out of conference rooms, hallways ,elavotors and staff rooms. He now always make it a point to smile ,ask how I'm doing .I see him see him around 1-3 times a week if I'm lucky.I'm not sure if he's just friendly or if he's married/in a relationship. I wanted to give him my number and tell him to text me sometime but i'm now sure if I should find out his relationship status first.Should I just give him my number anyways?

You have two choices, either try to obtain information about him by looking at his FB account (assuming he hasn't hidden most personal information from non-friends) or by asking a mutual acquaintance (if one exists); or you can simply ask him if he wants to hang out after work (in a pub, etc. not your apartment). If he's not in a relationship, he ought to agree or he'll suggest an alternative plan. Of course he might also lie but there's no help for that. Just don't do it in front of other people or you will risk embarrassment.

I can't think of a more subtle approach, but giving or exchanging phone numbers can lead to all sorts of miscommunication and anxiety.

Ask to meet up with him for something like coffee instead of just number

Just do so.
Next time you see him, stop him, ask him to go for coffe and exchange numbers.
Noone should feel offended by such a request; if he is, you dont want his number anyway.

I will advice against the covert methods (facebook/friends); this will give off a strong 'creeper' vibe
