Instead of approaching women for example in bars or clubs, do you meet women initially as a friend and hen gradually get to know her? Most of the guys I had strong feelings for were guys I worked with. Initially there was nothing between us, but over months and months of working together or socialising together, we got to know eachother, developed a connection, trust, and then eventually, a relationship. Trust is really, really important for women. It's common for women to reject men they don't know very well because we believe maybe they could hurt us, expect things we don't feel ready for because we don't know them... etc. Its much easier to get a positive reaction from a women when she feels no pressure or expectations, for example, when she thinks you just want friendship.
I think friendship is a really, really good way for relationships to start. Online dating may be helpful too. I met my boyfriend over the internet, we talked for 2 months before meeting and I already had feelings for him when we met. We then became friends for almost a year and finally began a relationship. My brother and sister also met their partners online. My sister is engaged and my boyfriend is married, so online dating worked for them! My brother's wife is even from a different country and my sister's fiance lived 8 hours away from her, but they ignored the distance and now live together very happily
