When is an advance/expression of interest welcome/unwelcome?

As an aspie/someone on the "spectrum", this is something that has me terrified. I want to make it clear that I'm a s*xual being with an interest in s*x, and I want to be able to initiate flirting in the right environment - but I can't see doing this in a way that doesn't creep someone out or make them uncomfortable. How do I express this aspect of myself without becoming someone else's MeToo horror story?

As everyone knows, I am totally against people flirting.
well, totally against *other* people flirting. 
Flirting online is easy,
Knowing when to back off is a skill to develop.
I enjoy "testing the waters", to determine the boundaries of each individual, and then respecting them.
Rarely is there a need to apologise, in most situations.
Going in "boots and all" can present problems, but then again, most people recognise this absurd comedy infused style for what it is.
But leave this to the experts,
such as myself.
