That caught me as a little fishy too. In general, a jet ski can go somewhere from 75-150 miles on a tank of gas. Again, these numbers could vary widely depending on several factors like the jet ski's performance, curb weight, fuel capacity, or the weather conditions. The distance between the Isle of Whithorn and Ramsey is about 25 miles.
Since he had never driven a jet ski before, his inexperience may have played into the length of the journey. He may have spent an hour just trying to get out of the harbor.
Another factor is how honest was the fellow to begin with or did he have a habit of exaggerating.

The following afternoon, he gave a police officer her address as his own and that evening, the couple went to two busy nightclubs.
So as far as character:
He illegally made the journey even though he knew it was illegal.
He lied to his girlfriend by implying he had been working on the island for several weeks prior.
He lied to authorities when he gave his girlfriends address as his own.
So it is possible he stretched the truth a little here.
He is smarter than he seems.
