Is there such thing that exists? I travel through the world like a confused foreigner so a "social encyclopedia" work like a dictionary for me. Wouldn't it be a nice idea that every single social situation you are forced in is written down?

Certainly a cool concept. There are a lot of books and issues that explore socialization issues in logical manners. The problem is that for any given social rule or situation, there are infinite exceptions. You can look into it. I read "10 unwritten rules of social relationships", by Temple Grandin and Sean Baron, when I was about 17. There were some very enlightening things in the book. However I found that I already understood many of the rules before I read the book. Same goes for some other similar things. That brings me to my next point.
Experience is a good teacher, although not a kind one. The best thing you can do is keep on trying to learn and sosialize, and embrace the philosophy that mistakes are just lessons.
