Why is it sometimes people from foreign cultures although they can be VERY friendly but they can also get VERY angry if you offend/upset in them some way.

Why do you think this is? Sometimes its the overly friendly people you need too be careful of

Maybe the friendliness is not related to the anger. Maybe they are being nice to you, and then you, not being familiar with their culture, unwittingly do something that is considered offensive in that culture.

My experience in my own culture is that the people who are most friendly to someone are the ones who have nasty things to say about the person after they walk away.

Yes, I've observed the same sometimes. I think they try to compensate for their angry feelings by being overly-friendly at the start, till they're (quickly) annoyed beyond reason.

You answered your own question.

Because you offended them.

Different cultures have different cultural norms and different things that are offensive.
