I told someone last night how in my previous job I felt i was kind of up against this other guy with learning difficulties in terms of likeability in my workplace.

I said how one day (not long before I left the job) this woman in the office went up to the boy with learning difficulties and said in front of me "we love you Ben". After telling this to my friend she said "well what she did is just bullying"

Why was that bullying behaviour then?

I don't think it was bullying. She was probably just complimenting the other guy and didn't realize you were right there.

No it's not bullying. It's a bit condesending to me, but it's not bullying at all.

People today are too quick to call anything and everything bullying. Or harrassment. Sometimes, a cigar is just a cigar.
