I need to buy a birthday gift for a female friend... I don't know her too well, and the best I could come up with were these nice chocolates with a bow around them. Not insanely expensive, but better than average... Are chocolates okay for a birthday present? If not, what?

... annnnnd, is a card absolutely necessary? she lives two doors down from me... seems kind of ridiculous, I just want her to know I remembered her birthday.

I give chocolate as gifts all the time (depending on the person, I might choose a box of mixed chocolates, or I might hand-select some gourmet chocolate bars.) It's a good idea to find out ahead of time whether the person prefers dark or milk chocolate (or if they even like chocolate - there are a few people out there who don't.)

If you plan to deliver the gift in person, I'd say that a card is optional. (Any gift that is mailed or delivered should include a card with a personal note.)

A good book never hurts. If you don't want to go to a book store, see if you can give any books you already have.

i would play into her interests, choclates are way too impersonal and cliche.

I got one girl a finding nemo bar of soap and she pecked my cheek (i miss her)... you should do something very personal, just to show how much you know her.

Can't really go wrong with flowers :D - nothing romantic (i.e. roses aren't a good choice for a casual aquaintance) but a lovely bouquet of those big daisies, or tulips, etc. Cards are good, but remember they can be tricky - if you don't know the person well, don't get anything sappy, or anything that goes too casual (i.e. some of the funny cards that go over the top) - definitely nothing that plays on the persons age. You could probably just get away with a note in the above mentioned flowers.
