Yes, but don't ever try to extort phone numbers from people. In other words, if you're following them around with pen and paper, you will live to regret it. Exchange of phone # must happen organically or it should not happen at all. What do I mean by organicaly? Within the context of friendly conversation.

so what would be an example of a realistic situation?

i've only ever lived in south florida. i don't think people have friendly conversations with strangers here.

Hmm. I'm Canadian, so maybe I shouldn't try to give you advice.
