...to stay friends with someone you tried to pursue romantically, but was unsuccessful, even if you (or the other person) finds someone else?

Let's say you were very good friends from the beginning, and the two of you were generally on very good terms.

my stepdaughter is friends with most of her old boyfriends...I never understood it, but it works for her.

This is not an attempt to win her back. I accepted the fact that she just wanted to be friends.
