How Do I Get A Profile Picture?

I punch in the URL and click "submit" and it says it's busy for a few seconds and then nothing happens. I there something I have to do that I'm not doing? Which buttons do I have to press in which order? I looked for a help option and there wasn't any and I'm not sure if the website owner wants to be bothered with my incompetence.
