If I had said: "There are plenty of emoticons" It would have been overly vague. I could have said "There are a little over a hundred emoticons" or "There are about 100 emoticons" it might have sounded okay, but I prefer exact.

Yes. I am seriously suggesting there aren't enough. Many of the emoticons that are available mean nothing whatsoever to me, and therefore have no use.
I must respectfully disagree that a head scratch, and chin scratch are not the same at all. Of course, it does depend on the exact emoticons chosen.

And see I wouldn't know that and the meaning would be lost on me. I actually feel bad about this because I feel I use language very well, and yet I don't understand some emoticons.
That's actually one of the reasons I'd like to see more available. I am aware that some subtle meaning may be lost on some users, but it wouldn't be lost on all of us. The problem with a limited array of emoticons is that if you are one for whom only a few have any real meaning, the fewer there are, the higher the chance is that the few you would choose to use are not available.
That and some of us actually can understand quite a few of them. The problem for me in having mostly only words to read, is that I often misinterpret tone of voice and mood, which affects my responses. If I envision the wrong mood or frame of mind in a poster, my response is more likely to confuse them, resulting in further misinterpretations on both sides.
I would just like a bigger toolbox with a wider variety of tools to choose from. I may not use more than 20% of them. You might use 5%. That's all fine.
The thing is, if the tools aren't available, nobody that doesn't know how to use them will learn to. If they are available, there may be some that certain users don't understand at first, but the more they are used, the better most of would get at using and interpreting them. If the number available is overwhelming to some, well, nobody HAS to use any of them.
I just like the idea of having as much freedom of expression available to me as possible. I have on occasion linked to emoticons we don't have here from other sites, but doing it that way is a big pain Many sites don't allow them to be linked so nothing shows up but the link code text, and you end up having to go find another one. It would be so much better and easier if we had a bigger library to choose from right here.

As before when I first signed up here years ago, I'm finding that after a long hiatus, and after only a few days back on here, I'm spending way too much time here again already. So I'm requesting my account be locked, banned or whatever. It's just time. Until then, well, I dunno...

You make a good point. Maybe a few hundred more would be better. Also there are many non-verbal context things which I can't picture having an emoticon for. "<sarcasm>" and "<joking>" are two examples that come to mind. I would imagine that the emoticon selection is defined by the forum software, but I could be wrong.

It can be overdone too. I visit one forum off and on that has so many I can never remember where some of the ones I like are. Something like 10 pages of them the same size as the page we have here for them. That's pretty overwhelming.
It actually is somewhat defined by the software. I used to run the same forum software, and it's as easy as installing a small plugin pac. They're tons of them free from many different safe and reliable sites. They all take about five minutes to download and install. It's like, nothing to put them in.
