Test page for InterWorx when using HTTPS (intermittent)

Sometimes when I access WP using https:// I get error 404 for any page other than the home page. The home page ( https://www.wrongplanet.net/ ) shows a page titled "Test Page for the Apache HTTP Server & InterWorx-CP":

After a while it seems to fix itself. I thought it might have been someone making some changes to server config, but it's happened several times in the last 1-2 weeks, so maybe it's not that.

Hmm, odd.
I just tried it and got the usual WP homepage, first time, but I'll make a point of trying it at various times.

My suspicion is that this is a CloudFlare bug. Of course, I don't know the WP-CF setup, but my guess is that the CF normally connects to WP using HTTP (even when the user connects to CF using HTTPS). The WP server probably returns that all the time for an HTTPS connection and I suspect CF sometimes mistakenly tries to connect to it using HTTPS.

Cloudflare is an NGinx server, this wouldn't be it.
